U.S. Intelligence Warns of Heightened Risk of Retaliatory Attacks from Iran and its Proxies

The specific "recent tensions" cited as the catalyst for this warning are the direct military exchanges that occurred in June 2025. Following an intense conflict between Israel and Iran, the United States launched a series of precision airstrikes, codenamed "Operation Midnight Hammer," against key Iranian nuclear facilities at Natanz, Fordow, and Isfahan. While the U.S. stated the strikes were intended to neutralize Iran's immediate nuclear ambitions, Tehran has since vowed to exact revenge for the assault on its sovereign territory.

According to the intelligence assessment, a retaliatory response from Iran could manifest in several ways and is not expected to be limited to conventional military action. The primary concerns outlined in the warning include:

  • Attacks by Proxy Forces: Iran's most likely course of action involves utilizing its well-established network of allied militias, often referred to as the "Axis of Resistance." These groups include Hezbollah in Lebanon, the Houthi movement in Yemen, and various armed factions in Iraq and Syria.   • Cyber Warfare: The advisory warns of the potential for sophisticated Iranian cyberattacks targeting critical U.S. infrastructure, including financial systems, energy grids, and government networks.

  • Direct Action and Covert Operations: While considered a higher risk for escalation, the possibility of direct attacks by Iran's Islamic Revolutionary Guard Corps (IRGC) or covert operations targeting U.S. officials and assets abroad remains a significant concern.
