CaliToday (19/9/2025): In a significant move signaling the continued intensity of Vietnam's anti-corruption campaign, the Communist Party's Central Inspection Commission has formally recommended disciplinary action against the top leadership bodies of Vinh Phuc province for two consecutive terms. The proposal targets the Standing Boards of the Vinh Phuc Provincial Party Committee for the 2015-2020 and 2020-2025 tenures, along with numerous high-ranking current and former officials, for a range of "serious violations."

The recommendation has been forwarded to the Politburo and the Secretariat the two most powerful decision-making bodies of the Communist Party of Vietnam which will review the case and issue final disciplinary measures.
According to the commission's official conclusions, the provincial leadership demonstrated a consistent pattern of severe misconduct over the past decade. The violations cited are extensive and strike at the core of Party governance principles.
Key findings from the investigation include:
Violations of Party Principles: The Standing Boards were found to have violated the principle of democratic centralism, the Party's working regulations, and the principles of criticism and self-criticism, leading to a lack of unity.
Negligence and Loose Leadership: The leadership was accused of a lack of responsibility, lax management, and a failure to adequately inspect and supervise subordinate organizations.
Mismanagement of Major Projects: This negligence allowed the Party organizations of the provincial People's Council and People's Committee, as well as many individuals, to commit serious legal and regulatory violations in the approval and implementation of major investment projects. The commission's report specifically mentioned projects associated with controversial corporations, including AIC Group, FLC Group, and Phuc Son Group, which have been central to major national corruption cases.
Degradation of Officials: The commission noted that some officials and Party members in the province had shown a "degradation of political ideology, morality, and lifestyle." This included allegations of accepting bribes and making dishonest personal asset declarations, in violation of anti-corruption laws.
The commission concluded that these actions have led to "very serious consequences," including the potential for "huge losses and waste of state money and assets." Furthermore, the violations have reportedly caused public outrage and severely damaged the reputation of the local Party organization and provincial government.
This move is a high-profile example of the "blazing furnace" anti-corruption campaign championed by Vietnam's leadership. By holding an entire provincial leadership body accountable across two terms, the Party is sending a strong message that it is targeting systemic and long-term wrongdoing. The final decision from the Politburo and Secretariat is expected to include a range of disciplinary actions for both the collective bodies and the individuals deemed responsible.
