Vietnam and South Korea Deepen Comprehensive Strategic Partnership with New Cooperation Agreements

CaliToday (11/8/2025): Vietnam and the Republic of Korea today took a significant step forward in bolstering their bilateral ties, as high-level talks culminated in the signing of several important cooperation documents. The ceremony was witnessed by the General Secretary of the Communist Party of Vietnam, Tô Lâm, and visiting South Korean President Lee Jae Myung, marking a new, more substantive chapter in the two nations' Comprehensive Strategic Partnership.



The formal exchange ceremony took place at the Presidential Palace in Hanoi immediately following extensive and productive high-level talks between the two leaders. The newly signed Memoranda of Understanding (MoU) are set to expand cooperation across a range of strategic sectors, underscoring the mutual commitment to deepening what is already one of the most robust partnerships in the region.


While the full specifics of each document are being released, official sources have indicated they cover key areas including:


Advanced Technology and Digital Transformation: Fostering collaboration in high-tech industries such as semiconductor manufacturing, artificial intelligence (AI), and the development of smart city infrastructure.


Green Growth and Climate Action: A joint commitment to supporting Vietnam's transition to a green economy, with a focus on renewable energy development, sustainable agriculture, and sharing technology to combat climate change.


Economic and Trade Facilitation: Initiatives aimed at further increasing the bilateral trade volume, which has been a cornerstone of the relationship, by simplifying customs procedures and promoting investment in high-value manufacturing.


Labor Cooperation and Skills Development: Enhancing programs for Vietnamese workers in South Korea and establishing new joint vocational training initiatives to develop a highly skilled workforce in Vietnam.


During the preceding talks, General Secretary Tô Lâm praised the strong and consistent development of the Vietnam-South Korea relationship over the past three decades. He emphasized that South Korea remains a top-tier partner for Vietnam, leading in foreign direct investment (FDI), and is a crucial partner in trade, technology transfer, and development assistance.


President Lee Jae Myung reaffirmed South Korea's view of Vietnam as a key partner in its Indo-Pacific strategy. He expressed his administration's desire to elevate the cooperation to a new level, not only in economics but also in areas like maritime security, defense industry collaboration, and people-to-people exchanges, which see hundreds of thousands of citizens living and working in each other's country.


This event is the latest milestone since the two countries elevated their relationship to a "Comprehensive Strategic Partnership" in late 2022. Today's agreements are seen as the concrete implementation of that elevated status, translating broad strategic goals into actionable programs. The signing ceremony signifies a shared vision for a future of enhanced prosperity and stability, solidifying the dynamic and multifaceted alliance between Hanoi and Seoul.
