The "Dual Model": A Hybrid Approach

Volunteer First: The priority remains on voluntary recruitment.

2026: The Year of the Letter
Starting in January 2026, the reality of this policy will hit home. Every German citizen turning 18 will receive a formal summons from the Ministry of Defense (BMVg).
This is the first step of the new "mandatory questionnaire" system, requiring young adults to assess their physical fitness and willingness to serve. This data will form the backbone of the potential draft pool.
The Goal: Europe's Iron Core
Defense Minister Boris Pistorius has set an ambitious timeline. By 2035, the plan aims to swell the ranks of the Bundeswehr to:
260,000 Active Duty Troops
200,000 Reservists
If successful, this expansion would transform the Bundeswehr into the undisputed conventional military powerhouse of Europe, capable of deterring aggression on NATO's eastern flank.
The "Golden Handshake": Unprecedented Perks
To soften the blow of potential conscription and compete with the private sector, Berlin is rebranding military service from a "burden" to a "premium career starter." The government has unveiled a sweetener package described as historic:
High Pay: A starting monthly salary of over €2,600 (approx. $2,750 USD), significantly higher than previous entry-level rates.
Free Education: Recruits will receive free driver’s license training (a costly expense in Germany), foreign language courses, and certified vocational training usable in civilian life.
Flexible Terms: The minimum service period is set at six months, but the benefits scale up the longer a recruit stays.
Analysis: A Necessary Gamble?
The razor-thin margin of the vote reflects deep divisions in German society. However, with the war in Ukraine reshaping the continent's security architecture, the government successfully argued that a "hollowed-out" military was no longer an option.
