LEAKED AUDIO EXPOSES THE TRUTH: Russia Secretly Authored the "American" Peace Plan Handed to Ukraine

The recording, capturing a candid October 29 conversation between two of Vladimir Putin’s closest aides, confirms that the document was designed in Moscow and passed "unofficially" to U.S. envoy Steve Witkoff, intended to be rebranded as an American initiative.

The "Trojan Horse" Strategy

The tapped phone call features Kirill Dmitriev, head of the Russian Direct Investment Fund and Moscow’s chief back-channel negotiator, speaking with his superior, Yuri Ushakov, Putin’s top foreign policy aide.

In the recording, the two officials discuss the logistics of handing the drafted terms to Steve Witkoff during a meeting in Saudi Arabia. The strategy was explicit: give the Americans the Russian text, but let them present it to the world and to Kyiv as their own.

Excerpts from the Transcript:

Dmitriev: "I think we should simply create this paper as our position and I will pass it to them [Witkoff]... simply in an unofficial form, saying that everything here is unofficial. And let them make it look like it is theirs."

Dmitriev goes on to predict, with chilling accuracy, how the U.S. would handle the document:

Dmitriev: "I think they won't take our version completely, but it will be absolutely close to it."

The Smoking Gun: "Point 20, Section C"

While the diplomatic maneuvering is damning, the text of the agreement itself provides forensic proof of its Russian origins. Analysts have long pointed to the bizarre phrasing in Point 20, Section C, which reads:

"All Nazi ideology and activities must be abolished and prohibited."

This clause was the "fingerprint" the Kremlin forgot to wipe clean.

  • The Discrepancy: There is no precedent in United States government policy that classifies Ukraine as a "Nazi state" or recognizes "Nazi ideology" as a prevalent issue in Kyiv.

  • The Reality: This language is exclusively drawn from Vladimir Putin’s "denazification" propaganda used to justify the invasion in 2022. The fact that this specific phrasing appeared in an "American" proposal confirms that Washington effectively copy-pasted Moscow’s demands.

Kyiv Left in the Dark

Perhaps the most disturbing revelation for President Zelenskyy is the timeline. During the entire drafting of the "28-Point Plan," the Ukrainian government was neither consulted nor informed.

While Ushakov and Dmitriev were refining the text to ensure maximum Russian advantage "We will do the maximum," Ushakov is heard saying on the tape Kyiv was completely excluded. The resulting document does not reflect a compromise, but a unilateral imposition of Russian terms, laundered through American diplomatic channels.

The recording also clarifies the internal hierarchy of the Russian negotiation team:

  • Yuri Ushakov: The strategist. He expresses concern that the Americans might take the credit ("say they agreed with us") or alter the deal too much.

  • Kirill Dmitriev: The operator. He assures Ushakov that the Americans will keep the text "absolutely close" to the Russian original.

Ushakov: "They might change it and that’s it. There is a risk." Dmitriev: "No, it’s not like that... You can also speak with Steve [Witkoff] later. We will do this carefully."

Implications

This leak fundamentally undermines the credibility of the peace process. It suggests that the "negotiations" were not a dialogue between two warring parties mediated by a superpower, but a direct coordination between Moscow and Washington to force Kyiv into capitulation using a script written in the Kremlin.

Bloomberg has not disclosed how the recording was obtained, but its release threatens to blow up the deal just as it reaches the finish line.
