Hanoi, Vietnam - Ms. Bùi Thị Minh Hoài has been re-elected as the Secretary of the Hanoi Party Committee for the 18th term, spanning 2025-2030. The confirmation came this morning following the first conference of the 18th Party Executive Committee of Hanoi, a key event in the city's political calendar.
The re-election entrusts Ms. Hoài with the continued leadership of the Vietnamese capital as it navigates a period of ambitious growth and significant challenges. Her leadership will be pivotal in steering the city towards its goal of becoming a "civilized, modern, and green" metropolis on par with other leading capitals in the region.
Born in 1965 in Hà Nam province, Ms. Hoài holds a Master's degree in Law and has a long and distinguished career in public service. Her political journey has seen her take on numerous significant roles within the Communist Party of Vietnam and the state apparatus. She is a member of the 13th Politburo, the country's top decision-making body.
Prior to her initial appointment as Hanoi's Party Secretary in July 2024 for the remainder of the 2020-2025 term, Ms. Hoài served as the Head of the Central Commission for Mass Mobilization. Her extensive experience also includes a decade as the Permanent Deputy Chairwoman of the Central Inspection Commission, a crucial body responsible for internal oversight and discipline within the Party. Her career began at the grassroots level in Hà Nam province, where she rose through the ranks to become the Secretary of the Phủ Lý City Party Committee.
Ms. Hoài's re-election comes as Hanoi stands at a critical juncture. The 2025-2030 term is set to focus on several key breakthroughs for the capital city. These include driving economic growth, with a strong emphasis on developing a robust digital economy and smart city infrastructure. Significant investments are planned for major transport projects, such as the completion of Ring Road No. 4 and the expansion of the urban metro system, aimed at alleviating chronic traffic congestion.
Under her leadership, the city administration is also expected to tackle long-standing urban issues, including environmental pollution, flooding, and urban planning and order.
