VNCERT Issues Alert on Surging Cybercrime Targeting Individuals and Financial Institutions in Vietnam

CaliToday (12/9/2025): Vietnam's National Cyber Security Center (VNCERT/CC) has issued a nationwide alert regarding a significant and concerning increase in sophisticated online scams and cyberattacks. The warning highlights that these malicious activities are increasingly targeting both individual users and the nation's financial institutions, prompting a call for heightened public vigilance and enhanced security measures.




The agency, which operates under the Ministry of Information and Communications, has observed a marked rise in the frequency and complexity of cyber threats. These range from personal data theft through phishing campaigns to more complex attacks aimed at compromising the networks of banks and other financial service providers.

A Two-Pronged Threat: Scams and Sophisticated Attacks

According to the VNCERT/CC bulletin, the threat landscape has evolved on two major fronts:

  1. For Individual Users: There has been a proliferation of online scams designed to deceive citizens into divulging sensitive personal information. Common tactics include phishing attacks via email and SMS (smishing), fraudulent e-commerce websites, fake job offers, and high-yield investment scams. Cybercriminals often impersonate government agencies, banks, or well-known companies to gain the trust of their victims, ultimately aiming to steal login credentials, bank account details, and personal identification information.

  2. For Financial Institutions: The threat to the financial sector is more direct and technologically advanced. VNCERT/CC warns that attackers are deploying malware, ransomware, and other methods to attempt to breach secure networks. These attacks aim to disrupt services, steal large volumes of customer data, and commit financial fraud on a significant scale. The integrity and stability of the digital banking ecosystem are prime targets for these criminal syndicates.

Recommendations for Enhanced Cybersecurity

In light of the escalating threats, VNCERT/CC is strongly advising all citizens and organizations to adopt a more proactive and cautious approach to cybersecurity. The center has outlined several key recommendations:

  • Practice Healthy Skepticism: Be extremely wary of unsolicited emails, text messages, or phone calls requesting personal or financial information. Verify the identity of the sender through official channels before responding or clicking on any links.

  • Strengthen Authentication: Use strong, unique passwords for different online accounts and enable Two-Factor Authentication (2FA) or Multi-Factor Authentication (MFA) wherever possible. This provides a critical additional layer of security.

  • Secure Your Connections: Avoid conducting sensitive transactions, such as online banking, while connected to public Wi-Fi networks. Ensure your home and office networks are password-protected and secure.

  • Keep Software Updated: Regularly update your operating systems, web browsers, and antivirus software. These updates often contain critical patches for security vulnerabilities that criminals can exploit.

  • Report Suspicious Activity: The public is encouraged to immediately report any suspected scams or fraudulent activities to the relevant authorities and financial institutions.

The warning from VNCERT/CC serves as a critical reminder that as Vietnam's economy becomes more digitized, the risk of cybercrime grows in tandem. The agency stressed that cybersecurity is a collective responsibility, requiring diligence from individuals and robust defense systems from institutions to safeguard the nation's digital landscape.
