The new initiative is part of a broader program titled "Digital Pavilion - Elevating Hanoi's Brand," which was officially issued by the Hanoi People's Committee on Tuesday. The program sets clear and ambitious targets: to increase the digital economy's share of the capital's Gross Regional Domestic Product (GRDP) to 30% by 2025 and 40% by 2030.
This strategic move aims to facilitate the digital transformation of local enterprises and expand their market reach both domestically and internationally.
A Strategic Vision for a Digital Capital
The "Digital Pavilion" program is designed to empower a wide range of local producers—from established businesses and cooperatives to individual household enterprises. The initiative will provide crucial support to help them navigate the online business environment, transform their traditional operating models, and access new markets through e-commerce platforms, promotional events, and cross-border channels.
By leveraging the massive user base of a platform like Shopee, Hanoi's government aims to create a powerful new sales and marketing channel for its local products, directly contributing to the city's economic growth targets.
Showcasing Hanoi's Best: OCOP Program Takes Center Stage
The upcoming Shopee store will serve as a curated showcase for the capital's finest products. A key focus will be on goods from the "One Commune One Product" (OCOP) program, which are expected to make up over 60% of the pavilion's offerings.
The OCOP program is a national initiative in Vietnam that develops and promotes high-quality specialty products from specific rural and local areas. These products, ranging from artisan foods to handicrafts, are certified for quality and origin, helping to preserve cultural heritage while boosting rural economies. In addition to OCOP goods, the online store will feature a variety of fresh and processed agricultural and aquatic products.
Embracing Digital Transformation from Farm to Fork
A crucial component of the initiative is its push for comprehensive digital modernization. All businesses and individuals participating in the "Digital Pavilion" will be required to adopt and utilize a suite of digital tools. This includes the mandatory use of:
Electronic signatures
E-contracts
E-invoices
Product traceability systems
This requirement signifies that the program's goal is not merely to sell products online, but to fundamentally modernize the entire business ecosystem. By enforcing the use of these tools, the initiative aims to increase efficiency, enhance transparency for consumers, and build greater trust in the "Made in Hanoi" brand.
A Blueprint for Future Growth
The Shopee store is just the first phase of a long-term vision. The program's roadmap for the 2026-2030 period includes plans to expand the "Digital Pavilion" to other major e-commerce platforms and social media networks.
Furthermore, the initiative will eventually connect with the Hanoi Department of Industry and Trade to promote more advanced, high-value science and technology products, signaling a shift towards a more diversified and innovative digital economy. This comprehensive strategy underscores Hanoi's commitment to becoming a leading digital economic hub in the region.
