The Hoa Binh Hydropower plant, a major facility in the north, announced it would open one of its floodgates this evening to discharge water due to the massive influx from upstream, a necessary step to prevent a larger catastrophe but one that will add to downstream flooding.
The Prime Minister has issued an urgent directive, dispatching a nationwide alert to all relevant local authorities and emergency services. The primary focus of the directive is to concentrate all available resources on the search for 21 individuals who are currently missing or have lost contact. The mission is being conducted with the utmost urgency as conditions remain perilous.
Severe Transportation Disruptions
The storm has crippled the region's transportation network. In Hoa Binh province, a significant landslide has completely blocked National Highway 6, a critical artery connecting the northwest region with Hanoi, causing severe traffic gridlock. Numerous other roads have also become impassable due to deep floodwaters and fallen trees, severely hampering relief efforts and travel for local residents.
